Monroe Louisiana Marriage License

Getting a marriage license in Monroe requires an in-person visit to the Ouachita Parish Clerk of Court on South Grand Street, where both parties must appear together. Monroe has two important differences from most Louisiana parishes: a 72-hour waiting period instead of 24 hours, and a strict requirement that both applicants appear at the same time. An online application is available to prepare in advance, but the in-person appearance cannot be skipped. This page explains everything Monroe residents need to know before applying.

Monroe residents obtain marriage licenses through the Ouachita Parish Clerk's office at 301 South Grand Street, where both parties must appear together.

Both Parties Must Appear Together

This is the most important rule for Monroe marriage license applicants. Both parties must appear in person at the same time. You cannot send one person with both sets of documents. You cannot have one party appear first and the other come back later. The clerk is explicit: marriage licenses must be obtained in person at the Ouachita Parish Clerk of Court since both parties must appear together.

Plan your visit so both applicants can be at the courthouse at the same time. If scheduling is a challenge, plan early in the week to avoid any last-minute issues. Arriving together and having all your documents ready makes the process fast and smooth.

Online Pre-Application

Ouachita Parish offers an online pre-application through ClerkConnect. Complete it before your visit to the courthouse. Both parties still must appear in person, but having the form filled out in advance can speed up your time at the clerk's window.

The Ouachita Parish online marriage application on ClerkConnect allows Monroe couples to start their application before visiting the courthouse.

While both parties must appear in person, starting the application online through ClerkConnect can save time when you arrive at the Monroe courthouse.

To use the online system, go to clerkconnect.com/marriageapp/ouachita and complete each field. Have your document information ready before you start. Enter the information exactly as it appears on your certified birth certificates and IDs.

Required Documents

Both parties must bring all required documents when they appear together. Certified documents only. Plain photocopies are not accepted.

All applicants must bring:

  • Valid government-issued photo ID: driver's license, state ID, or passport
  • Certified birth certificate for each party
  • Social Security numbers for both applicants

If either party was previously married:

  • Certified final divorce decree if divorced
  • Certified death certificate of the former spouse if widowed

For non-US citizens, bring the original certified birth certificate with a notarized English translation plus a valid passport or visa as photo ID. Missing documents will prevent you from completing the application that day.

The 72-Hour Waiting Period

Monroe has a longer waiting period than most Louisiana parishes. Ouachita Parish imposes a 72-hour waiting period between when the marriage license is issued and when the ceremony can take place. This is three full days. Plan accordingly. If your ceremony is on a Saturday, apply by Wednesday at the latest to be sure the 72 hours pass in time.

State law under RS 9:242 sets the minimum at 24 hours, but individual parishes can impose longer waiting periods. Ouachita Parish applies the 72-hour rule. The license is valid for 30 days after it is issued per RS 9:206. Make sure your ceremony falls within that 30-day window.

Fees

The fee for a marriage license in Monroe at the Ouachita Parish Clerk of Court is $35. Pay when you apply in person. Call (318) 327-1444 before your visit to confirm the current fee and which payment methods are accepted.

Certified copies of your marriage license cost extra. Order at least two or three copies when you return after the ceremony. You will need them for Social Security name changes, driver's license updates, passport applications, and bank or financial account changes.

Age Requirements

Both parties must be at least 16 years old. Louisiana prohibits anyone under 16 from obtaining a marriage license. Applicants who are 16 or 17 years old need parental consent from both parents and a court order from a judge before the license can be issued. This process takes time. Minor applicants should begin the process well ahead of their planned ceremony date.

Adults 18 and older apply with the standard required documents only. Age is verified by the certified birth certificate you bring.

Covenant Marriage

Couples in Monroe can choose covenant marriage when they apply at the Ouachita Parish Clerk's office. Covenant marriage requires premarital counseling with a licensed counselor or clergy member and a signed Declaration of Intent at the time of application. It is a stronger legal commitment with stricter requirements for divorce and separation under Louisiana law.

Covenant marriage is optional. Most couples in Monroe choose the standard marriage license. If you want covenant marriage, let the clerk know at the start of your visit. They will provide the required Declaration of Intent and explain the counseling requirement.

No Blood Test Required

Louisiana does not require a blood test for a marriage license. This requirement was removed from state law years ago. The Monroe application process involves your documents, the online form if you use it, an in-person appearance by both parties, and the fee. There is no medical or health component.

License Is Valid Statewide

A marriage license from Ouachita Parish is valid for any ceremony held anywhere in Louisiana. Under RS 9:222, the location where you get the license does not need to match where the ceremony takes place. Monroe residents can apply at the South Grand Street courthouse and hold their ceremony anywhere in the state. You do not need to be a Louisiana resident to apply in Monroe.

The eClerks Louisiana system at eclerksla.com provides general statewide marriage license information that may also be useful for Monroe couples.

After Your Ceremony

After your ceremony, your officiant signs the marriage license and returns it to the Ouachita Parish Clerk. Once the license is processed and recorded, you can order certified copies. Each copy serves as official proof of your marriage. Order several at the same time since government agencies, banks, and employers each often want their own copy when you change your name or update your records.
